Crown Funding Agreement
The Crown Funding Agreement (CFA) is the agreement between the Minister of Health and DHBs. Through the CFA the Crown agrees to provide funding in return for service provision as specified in the CFA.
The CFA incorporates, by reference, mandatory requirements detailed in the Operational Policy Framework and the Service Coverage Schedule documents. A DHB is required to have a CFA in place in accordance with the New Zealand Public Health and Disability Act 2000 (s10) to receive Crown funding.

The Operational Policy Framework and Service Coverage Schedule
The Operational Policy Framework (OPF) and the Service Coverage Schedule (SCS) schedules to the CFA are reviewed, amended and endorsed each year by the Minister.
